War-date Union military document, 3pp. 4to., Fort Corcoran, Va., Feb. 16, 1862 issued "by order," of Lt. Col. Carl Stephan, concerning rules for block house prisoners, reading, in part: "For the officer of the guard in charge of the Block House. The senior officer of the guard will be held responsible for the prisoners confined in the Block houses…sentinels posted at the block house will walk their beat and will not be permitted to hold conversation with the prisoners. Any citizens clothing in the possession of the prisoners arriving at the Block Houses will be taken from them…carefully wrapped up and the owners name distinctly marked on the package…and returned to the prisoner on his release from confinement. Prisoners will be allowed to leave the block house one at a time and under guard between the hours of 8 and 9 in the morning…guards in charge of prisoners at work will be held responsible for their safe return to the block house …food will be delivered to the prisoners by the cook in the presence of the noncommissioned officer in charge…the officer of the guard will call the roll…three times daily…guards…will keep their guns loaded and primed by day and by night. The prisoners will not be allowed lights…any prisoner attempting to make his escape must be fired upon…by order Carl Stephan, Lt. Col. 13 Regt. N. Y. V., comd. Post." Some spotting, else VG.
