PICKENS, Francis Wilkinson (1805-1869) was a political Democrat and Governor of South Carolina (1860-62) when that state when it seceded. Autograph Letter Signed "F.W. Pickens" on the back of Edward Manigault's October 23, 1861 autograph letter signed to the Governor. Manigault acknowledges Pickens' earlier telegram ordering him to "Get back the two rifled cannon loaned to Com. Ingraham for the Nashville". Pickens responds, in part, "I am willing for the Nashville to keep them for the purpose ... but they were given specifically under a pretext to the state and I could not let them go at all as a permanent arrangement. Captain Ingraham was to me two guns fully equal ... I have the answer, F.W. Pickens".
