Frank H. Moser (1886-1964) was an American artist, illustrator and film director who co-founded Terrytoons, the animated cartoon films. Between 1916 and 1937 he directed 202 films. Frank H Moser signed political artboard, titled "Sure It Can Be Done On A Bootstrap" depicts the rich, fatcat, pulling on himself up by his bootstraps, and rising, above the envious crowd below. He is very satisfied with himself. There are three Bulls floating with him, two of which are also pulling on the their bootstraps. nd, c1929.
