From the page, first column is the stacked headlines, "THE DRAFT, The President's Proclamation for 300,000 Men, 3,138,000 Soldiers Furnished By The North In Four Years, ...." This followed by the full printing of President Lincoln's proclamation which is signed in type by Lincoln. Of course there are war reports throughout.
