RUGGLES, Daniel (1810-1897) was a brigadier general in the Confederate States Army during the American Civil War . He commanded a division at the Battle of Shiloh In April, 1864, he made his headquarters at Columbus, where he had a force of about 3,000 men, and was in the field opposing various Federal expeditions during the Vicksburg campaign. Subsequently he remained for some time unassigned, though anxious for duty in spite of his advanced age, but finally accepted the post of commissary-general of prisoners of war. The first document is a retained copy of Special Orders No. 2, March 31, 1865 in which Ruggles details the Regulations for all CS Military Prisons. He address a wide variety of topics including Discipline, security, Negro Prisoners, Paroles, and more. ... plus, The second is a Manuscript Document Signed “Daniel Ruggles” being Special Order No. 3, Danville Va., April 6, 1865 in which Ruggles orders “Captain S.T. Bayly to make an inspection of the Danville Prison ...” Interesting time association in that on April 3rd, 1865, the Confederate president Jefferson Davis and his cabinet relocated the Confederate capital to Danville after the fall of Richmond.
