Great war-date Union Government partly-printed document, 1p. 4to., issued by the "Office of Provost Marshal, Richmond, Va., April 11, 1865," allowing a soldier of the 2nd Virginia amnesty, reading, in part: "This is to certify, that Marcellus Gempf in the 2nd Va. Regt. having deserted and come into our lines…it appears that his intentions are honest…deserting the rebel cause and having taken the Amnesty Oath under the President's Proclamation of December 8th, 1863, is…exempt from conscription, or military service in the Armies of the United States…and has permission to go [to] New York…". Endorsements on the verso, give us the true meaning of the document and shows us that this was Col. Evans' working copy for issuing Amnesty Oaths to anyone who did not surrender at Appomattox, reading, in part: "Col. Evans will give passes like the within to all Confederate soldiers who claim to come under its provisions. Capt. Blood, chief Q. Master in the capitol building will furnish transportation when they reside in this state within in our lines…John Coughlin…transportation wanted-order the Q. M. to give it. Shall they be permitted to go outside the city to their homes. Yes! Col. Smith A. A. Gen. at female Institute will order Capt. Blood to give transportation…". VG
