A great war-date State of Ohio governor's document, 2pp. 4to., signed by Ohio Governor DAVID TOD (1805-1869) as war-date governor of Ohio and, at one time, minister to Brazil. (he was a champion for the welfare of disabled and wounded soldiers struck down during the Civil War), "State of Ohio, Executive Department, Columbus, Ohio, February 4th, 1863", issued to U. S. Congress representative from Ohio, Samuel S. Cox (1824-1889) being a printed State of Ohio resolutions in which the of the people Ohio declared, in small part: "JOINT RESOLUTIONS. Relating to the expenditure of public money for the Construction of a Ship Canal in the state of Illinois, and the Enlargement of Canals in the State of New York. Whereas, large expenditures of money will be required for the payment of the current expenses of the general government and the prosecution of the war in putting down the rebellion…bills have…been introduced in the Congress of the United States, contemplating the expenditures of large sums of money for the construction of a ship canal in the State of Illinois…the true policy of the government, in times like the present, should be to confine its expenditure…and to suspend all proposed improvements…that are not immediately necessary in the prosecution of the war…we do hereby earnestly and solemnly protest against the proposed ship canal in the State of Illinois, and the enlargement of the canals in the State of New York…resolved, that our Senators in Congress…and our Representatives requested, to use all their power and influence against the passage of any law looking to projects of internal improvements which are not immediately necessary for a vigorous prosecution of the war to a successful conclusion…the Governor is hereby requested to transmit a copy of this preamble and resolution to each of our Senators and Representatives in Congress…James R.
