A great war-date printed State of Iowa circular, 1p. 4to., boldly signed in type N. B. BAKER, as adjutant general of Iowa, issued by the Adjutant General's Office, Davenport, Nov. 13, 1862 calling attention to the proper course to be taken in filling vacancies in Iowa's volunteer forces, in part: "I have…to inform you…that adjutants and quartermasters of infantry and cavalry are extra lieutenants and the appointment of any company officers to fill either of the above places creates a vacancy in the company…appointments by colonels of regiments are not recognized by this department unless commissions are issued by you in confirmation…Thomas M. Vincent, Assistant Adjutant General. Promotions are often delayed on account of non-receipt of orders from the proper department accepting resignations…recommendations to fill vacancies caused by death or…by court martial should be accompanied by a full statement of the facts…certificate of temperate habits are required by the Governor [and] must also accompany. No action can be had on any matter referred to…unless the foregoing instructions are strictly complied with. Expected fold wear, else VG.
