Printed “Circular to Collectors of Customs” 1pp. folio, May 1, 1865, Treasury Department, issued by Secretary McCulloch, pertaining to the removal of “restrictions upon internal, domestic and coastwise intercours with the States of Tennessee, Virginia, North Carolina, and South Carolina, and with such parts of the States of Georgia, Florida, Alabama, Mississippi, and Louisiana east of the Mississippi river...within the lines of National military occupation...” Fine condition.
