By early 1863 low-morale do to numerous command changes of the head of the Army of the Potomac, its losses in so many bloody battles, and the Lincoln administration's fundamental policy change from a war to keep the Union together to one to end Southern slavery left many soldiers disillusioned. The increased desertion rate among the rank and file of the Army of the Potomac made it apparent that the army was going through an identity crisis and fearing a mass exodus of deserters when the soon to be discharged two-year volunteer regiments were discharged and sent home "Fighting Joseph" Hooker issued a, 2pp. 4to., "Circular" on May 16, 1863 from his headquarters, that read, in small part: "To guard against the possibility of deserters…under the cloak of regiments…embarking for homes, it is hereby made the duty of officers…to cooperate with the Provost Marshal General when troops…shall leave…when a regiment…is to depart a division or brigade inspector will designated…to accompany it to the transport…regimental officers will be required to call the company rolls, each man stepping from the ranks as his name is called…after which no man is to be allowed to go ashore…". Signed and made official by Brevet Lt. Col. John Scroggs Poland. Near fine.
