War-date Union “GENERAL ORDERS No. 5” Headquarters General Recruiting Service, New York, July 6, 1864, signed by Capt. R.T. Frank, 1pp. octavo, in part “The enormous amount of desertion among recruits calls for extraordinary zeal and energy to prevent it. It will not do for officers to quietly report the loss of nearly all their recruits...” More. Fine condition. FRANK, Royal Thaxter (1836-1908) graduated from West Point in 1858. He was breveted Second Lieutenant, 5th United States Infantry, July 1, 1858. He then served as Second Lieutenant, 8th Infantry, October 19, 1858; First Lieutenant, May 14, 1861; Captain, February 27, 1862; transferred to the 1st U.S. Artillery, December 15, 1870; Major, January 2, 1881; Lieutenant, 2nd Artillery, January 25, 1889; Colonel, 1st Artillery, October 25, 1894; Brigadier General, United States Volunteers, May 4, 1898 during the Spanish-American War; honorably discharged from volunteer service, May 12, 1899; Brigadier General, United States Army, October 17, 1899. He was breveted Major, U.S. Army, July 3, 1862 for gallant and meritorious service in the Peninsular Campaign of the Civil War; breveted Lieutenant Colonel, December 13, 1862, for same and for the battle of Fredericksburg, Virginia
