A rare Confederate "Turnpike and Other Roads" government partly-printed pass, 1p. 12mo., issued and signed by Provost Marshal of Richmond, Va., ISAAC H. CARRINGTON (1827-1887), reading, in part: "Confederate States of America, War Department, Richmond, May 17, 1864. Permission is granted George N. Hogan to visit Manchester upon honor not to communicate in writing or verbally…any fact ascertained which, if known to the enemy, might be injurious to the Confederate States of America…". Followed by a description showing that Hogan was a six foot tall thirty-one years old man. Isaac H. Carrington was born in Richmond and was the grandson of former Va. governor, William H. Cabell, studied law at University of Virginia 1845-1846, commissioned major of the 38th Virginia in June 1861. During the war he served on the staff of Confederate General John B. Floyd and as commissioner of prisoners in Richmond. In March 1864, he was appointed provost marshal of Richmond with the duty of issuing all passes for those going to and from the Confederate capitol; even President Davis had to get a pass from Carrington when he left the city in June 1864. This pass might not be as historically significant as Davis' pass, but, nonetheless it is very rare as these passes seldom appear in the marketplace. Near fine.
