Document Signed, "Tho. H. Hicks" as governor of Maryland, 1p. quarto, pertaining to arming a guard, for the protection of the Maryland State Legislature, who were to vote on the issue of Secession for Maryland, VG. Because of the high emotions following the 'Baltimore Riots' Governor Hicks reconvened the legislature in Frederick, a pro-Union city. The legislature went all summer but finally decided not to secede from the Union. This important document reads: "State of Maryland...Executive Chamber...Frederick City, May 4, 1861...To: General E. Shriver: You will please deliver to Captain John Houch fifty stand of arms from the Arsenal at Frederick. Tho. H. Hicks...May 4/61 Mr. Val. A. Albaugh Armorer at Frederick, will deliver to Captain John Houck fifty stand of Arms as by the above order. Edwd Shriver Brig. Genl...May 4/61 Recd of Val. A. Albaugh Armorer fifty Stand of Arms as by the above order to be returned upon order of the Governor. John Houck.." With attachment "May 7th 1861 Received of Mr. Ormand F. Boteler per Valentine Albaugh Twelve muskets in addition to what I have got. John Houck." Fine.
