Melton, reading, in part: "…troops frequently arrive here without any commissioned officer in command. When the sergeants are questioned…they reply, that they do not know where they are, nor do they know their names. I…suggest that be furnished with a list of the names of the officers with each detachment as they come up…H. B. Davidson, Col. Comdg." Light toning, else VG.
