CLAYTON, Powell Foulk (1833-1914) was an American politician, diplomat, and businessman who served as the U.S. Ambassador to Mexico from 1899 to 1905. A member of the Republican Party, Clayton also served in the U.S. Senate and as the 9th governor of Arkansas from 1868 to 1871. Clayton was a Federal Big General in the Civil War. Document signed as Governor of Arkansas "Powell Clayton", August 31, 1869, 17" x 14", full seal, VG. The commission appoints Frank Pease as Councilman of the town of Arkadelphia. On the reverse, Pease swears to the following ... "I have never been a Member of the Organization known as the Ku Klux Klan or of the White Camellia ....Frank Pease"
