Printed General Order, Head Quarters, District of Eastern Virginia, Norfolk, Va., August 20th, 1864, issued under the authority of General Geo. F. Shepley. In part, "Whereas divers persons, claiming to be soldiers of the 15th Virginia Rebel Cavalry, and furnished with forged furloughs falsley representing them selves as such, when, in fact they are merely guerillas and horse thieves , are prowling about the counties ... stealing horses and transporting them outside our lines ... It is hereby ordered, that such person hereafter arrested shall be forwarded to these headquarters as a spy, not a prisoner of war. ...." The GO is hand signed and, on the verso, the parts of the GO is rewritten in ink.
