From pg 4, under Laws of the Confederate States, there are 10 laws signed in type by President Jefferson Davis. The most important is "An Act For The Establishment And Organization Of The Army Of The Confederate States" stunning two full columns. The act details the organization of the Army, the salaries of the officers, and all the details.
