Mounted albumen, 8" x 5", outdoor winter scene of six military men, all with swords, and a wheeled Gatling. Pen ID on reverse, "Militia-Topeka Kansas 188-1890. Militia called due to the Populist Party Uprising. Collection of L.M. Grissom 1858-1945, representative from Stanton Co (88-90). Kansas voters in November 1892 elected Populist Gov. Lorenzo Lewelling, as well as a Kansas Senate in which the Populists were the majority and a Kansas House in which the Republicans outnumbered the Populists, 65 to 58. Both the Republicans and Populists claimed they held the majority in the House, as the Populists contended the Republicans had used fraud to obtain 18 of their House seats. Both parties elected their own speakers of the House and spent about a month meeting in the same Legislative Hall at different times. The Populist House was recognized as being the legal body by Lewelling and the Populist-dominated state Senate, which continued to meet as usual. Meanwhile, conflict between the two houses escalated. On Feb. 14, 1893, two deputy sergeants-of-arms of the Republican House tried to arrest Ben C. Rich, chief clerk of the Populist House, who was rescued by his friends. The Populists then took up arms and barricaded the doors to the Legislative Hall. The Republicans, who were armed and led by Douglass, pushed aside that hall's outer guards the next day and used a sledgehammer to smash their way in. The Populists retreated to a meeting room in the Statehouse basement. Lewelling called out the state militia. He ordered the commander of the troops involved, Col. J.W.F. Hughes, to eject the Republicans. But Hughes, a Republican, refused, saying he considered the order illegal.
