Howell Cobb (September 7, 1815 - October 9, 1868) was an American and later Confederate political figure. A southern Democrat, Cobb was a five-term member of the United States House of Representatives and the speaker of the House from 1849 to 1851. He also served as the 40th governor of Georgia (1851-1853) and as a secretary of the treasury under President James Buchanan (1857-1860). Manuscript Document Signed "Howell Cobb" as Secretary of the Treasury, Treasury Department, December 26, 1857 to future Confederate officer, Hon. T.L. Clingman. Cobb is responding to Clingman's request "subject of the non-payment of the interest due the North Carolina Cherokees under the act of 1848 ....:"
