MADISON, James (1751-1836), fourth President of the United States (1809-17), considered the Father of the Constitution, he also served as Secretary of State under Thomas Jefferson. MONROE, James (1758-1831), who succeeded Madison as President, under his administration, the Monroe Doctrine was enacted, Spain ceded Florida to the U.S. and the Missouri Compromise was signed by him. War-date partly printed Document Signed, "James Madison" as President, and "James Monroe" as Secretary of State , 1p, 21"x 16 1/2", Philadelphia, Oct 29, 1812 with embossed Presidential Paper Seal affixed. A four-language ship's paper given "to Nathaniel Ray, master or commander of the Schooner called Pert...bound for Bordeaux" with a cargo of "Sundries." These ship's papers are boldly signed by President James Madison and Secretary of State James Monroe. Both the US and Dutch seals are intact. VG. The United States declared War on Great Britain on June 12, 1812. Early November 1812, Commodore Chaunceys fleet made two short cruises and captured three vessels. Two of the vessels were brought into Sackets Harbor and the third was burnt and sunk. Commodore Chauncey wrote, "Our loss was trifling, one man killed and four wounded, two of the latter by the bursting of a gun aboard the Pert, the commander of which, Mr. Arundell, was knocked overboard and drowned. The damage done to the rigging and sails not much, and a few shots in the hulls of one of the vessels, but the injury was soon repaired." Nathaniel Ray was disowned by the Society of Friends, or Quakers, in 1800 because he commanded an armed ship, which violates Quaker beliefs.
