Manuscript Document, 1p. quarto, on fine “Confederate States of America: Post Office Department,” lettersheet, Richmond, Virginia, August 1861, entitled “Extract from Report of Postmaster General.” and reads “ I have directed the classification and arrangement of the duties of the several Bureaus of the Department with a view to the harmony and efficiency of its operations, and for the purpose of exhibiting a clear and concise statement of the nubmer and character of the clerical force required by the Department. The duty has been performed by Henry St. Geo. Offutt Chief of the Contract Bureau in a manner which evnices his full and accurate knowledge of its varied and extensive machinery. His report is here to annexed marked Appendix A) and I take great pleasure on saying that his gentleman has brought to the service of the Department an amount and character of information and experience and a zeal and energy in the discharge of all the duties assigned to him which have been espeially serviceable in its organization...” Fine.OFFUTT, Henry St. George: born Feb 02, 1821 died 1894, Henry St. George Offutt served as the Assistant Postmaster of the Confederate States of America. He also may have been a member of the 3rd Virginia Infantry, Company B, Local Defense. Company B was known as Reagan's Rifles and was comprised of men from the Post Office Department and the City Post Office.
