SEGAR, Joseph Eggleston (1804-1880) was a U.S. Representative from Virginia. Presented credentials as a Unionist Member-elect to the Thirty-seventh Congress from an election held on October 24, 1861, but the House on February 11, 1862, decided he was not entitled to the seat. Segar was subsequently elected to the same Congress and served from March 15, 1862, to March 3, 1863. Presented credentials as a Member-elect to the Thirty-eighth Congress, but was declared not entitled to the seat by resolution of May 17, 1864, presented credentials on February 17, 1865, as a United States Senator-elect to fill the vacancy in the term commencing March 4, 1863, caused by the death of Lemuel J. Bowden, but was not permitted to take his seat. Presented credentials as a Member-elect to the Forty-first Congress, but was not permitted to qualify. RIDGWAY, Robert (1823-1870) was a U.S. Representative from Virginia; edited the Richmond Whig until the outbreak fo the Civil War, when he retired to Amherts; elected as a Whig to the Fortieth Congress, but as reconstruction measures were not completed was not permitted to qualify. Autograph Letter Signed, “Jos. Segar” 1p. quarto, Washington, January 31, 1870, with Free Franked cover “R. Ridgway M.C.” addressed to Representative R.I. Montague of Churchville, Virginia, and reads “I wish to obtain for my son John Francis [Captain in the 32nd Virginia Infantry] an appointment as one of the Inspectors of the Public Warehouses at Richmond. Will you write a letter to Gov. Walker in his behalf? It will relize high consideration. For integrity, industry, and courage I do not believe he has a superior in the state. In the war, as you know he fought gallantly as Colo. E.[dgar] B. M. [ontague] [Colonel of the 32nd Virginia Infantry] well knows...” Fine.
