WATTS, Thomas Hill (1819-1892) was the Democratic Governor of the U.S. state of Alabama from 1863 to 1865, during the Civil War. Defeated by John Gill Shorter in an 1861 bid for governor, Watts organized the Seventeenth Alabama Regiment, but resigned later to become attorney general in President Jefferson Davis' cabinet. Arrested in Union Springs on May 1, 1865, Governor Watts was released a few weeks later and returned to Montgomery.Autograph Letter Signed, “T.H. Watts Gov. of Ala.” 1p. octavo, Executive Department of Alabama, December 15, 1864, addressed to Capt. W.R. Pickett A.Q.M. Gen’l of Ala., and reads “Let Mr. Williams have two gallons whiskey on the usual terms.” Verso is an ALS “To Hon. Govr. Watts” by “G. Albright” and reads “For Medical purpose 2 gallon whiskey for M.R. Williams Family.” VG.
