In part, "General Steven has possession of the Rail Road between Charleston and Savannah, has destroyed bridges and cut off all communications. The attack on Charleston I learn is to commence today or tomorrow ... The rebels have 4000 men in the city. the plan I believe is to take the city and starve them out of the forts which can be readily accomplished. The Navy I fear will not have much to do. ...
