Handbill, "The Legislatures of Connecticut and Massachusetts having proposed the following as Amendments to the Constitution of the United Sates-," 1pp., plus 3pp. blank with integral mailing panel, February 13th, 1816, mailed to "His Excellency, The Governor of the State of Pennsylvania," folding evidence, else fine. There are seven proposed amendments listed including, Definition of apportionment for Representatives and Direct Taxes, State Admittance, Limit of Embargo, Commercial Commerce, Congress limitation on declaring war, Limits of Naturalized persons to hold public office, Limits of Presidential terms. These proposed amendments are followed by two Resolutions approved by the State of Virginia adopting the amendments followed by a manuscript note forwarding this document. It is interesting to note that the 7th proposed amendment states, "The same person shall not be elected President of the United States a second time; nor shall the President be elected from the same state two terms in succession." This amendment, had it been in place, would have disallowed Jefferson's second term, Madison's first and second, and Monroe's first and second - Virginians all.
