MONROE, James (1758-1831) served as fifth President of the United States 1817-25, was a Virginia Senator and Representative, Governor, Secretary of State and Secretary of War, diplomat, and authored the doctrine that bears his name on control in the hemisphere. ADAMS, John Quincy (1767-1848) 6th President of the United States. Son of John Adams, 2nd President. U.S Senator, 1803-08, Chief Negotiator of Treaty of Ghent, 1814, Secretary of State to Monroe, 1817-25. Though he lost both the electoral and popular vote to Andrew Jackson in 1824, there were no majority winners and the election was given to the House of Representatives, who elected Adams on the first ballot with the barest majority. Document Signed "James Monroe", as President, and "John Quincy Adams", as Secretary of State, one page; Washington, September 11, 1822. It reads in most part: "Know Ye, That reposing special Trust and confidence in the Integrity, Diligence and Discretion of John McLean of the State of Ohio, I do appoint him Commissioner of the General Land Office, and do authorize and empower him to execute and fulfill the duties of that Office according to law; and to Have and to Hold the said Office, with all the rights and emoluments thereunto legally appertaining unto him the said John McLean during the pleasure of the President of the United States for the time being, and until the end of the next Session of the Senate of the United States and no longer...". Fine.
