Union Officer's letter written by Robert Mayhew West who enlisted and was commissioned 7/26/1861 into PA Batty G 1st Light Artillery . He was ultimately promoted to Brig-General 4/1/1865 by Brevet. The 4pp letter is datelined Office Chief of Art Ord, Yorktown VA, Nov. 30, 1862 to Lieut. Colonel Snyder. In part, "I beg leave most respectfully to present my plan for carrying into execution ... for the permanent establishment of cannoners so near their guns as to be ready at all times, both day and night. ... I recommend that two gun detachments of ten men each be encamped together midway between the guns they are to man. ... Cavalry pickets may assure us of safety from surprise, but there is realy no safety except in constant readiness to receive an attack ..."
