John Letcher (March 29, 1813 - January 26, 1884) was an American lawyer, journalist, and politician. He served as a Representative in the United States Congress, was the 34th Governor of Virginia during the American Civil War, and later served in the Virginia General Assembly. He was also active on the Board of Visitors of Virginia Military Institute. autograph letter signed "John Letcher", 1pp, October 29, 1862, to W.S. Morton Farmersville Va. In part, "The legislature gave me no authority to prosecute investigations for salt water. The only authority with which I am clothed is to contract with Smythe and Kanawha salt manufacturers for such supply as can be procured from them to an amount not exceeding $500,000. ..." At the beginning of the war, a 200-pound sack of salt in New Orleans cost 50 cents. By 1862, the price was $25.
