I am troubling you but this is really a case entitled to consideration after more than three years service marked by repeated instances of gallantry. Captain Baer, whilst laboring under a severe attack of diarrhea got drunk and when friends would have saved him, went before a Court, pleaded guilty and was dismissed the service with loss of pay etc. As soon as the sentence was known .. every commanding officer recommended his restoration. ... He is now in very reduced circumstances and the pay, fairly earned and due at time of his dismissal, would be of great importance to his future." Captain James S.
