A rather litigious letter written to the Department of the Mississippi commander, Brigadier General Daniel Ruggles, 3pp. legal size folio, written by Provost Marshal General James O. Fuqua (captain, Co. A, 16th Louisiana Infantry), "Provost Marshal General's Office, Jackson, Miss., [Sept. 1, 1862], concerning Ruggles proposed sugar policy, reading, in small part: "I have complied with your instructions to prepare a circular note to Provost Marshals in relation to the removal of sugar. Upon reflection - the following difficulties [are] likely to arise in the execution of these instructions - I deem it my duty to lay before you. 1st, To cause all sugars to be removed by the agents of the Government will make you and the government - responsible for them. It will be claimed that this responsibility continues until the sugar is - disposed of - you will be subjected to endless inquires, protests - and annoyances in every conceivable shape from the owners. 2nd, To comply with these instructions will require that the Provost Marshals be invested with power to impress teams & drivers - 3rd, Some persons may not desire their sugar moved to this point, but it is reasonable to suppose that by far the greater number will be exceedingly anxious to get it to such a market. In consequence everyone will be pressing to have his own sugar brought first. This will give rise to charges of favoritism and complaints and appeals will be made to you which will require your whole time to investigate - 5th, The removal of private sugars - required by your order issued at Port Hudson may be safely left to the owners and the Rail Road companies - which are highly remunerative will be a sufficient inducement to move all they can - pardon the liberty- I am aware of my duty- but the uniform consideration you have given to my views - has led me thus - I enclose copy of circular prepared to be sent to [the] Provost Marshal, which if you still desire it will be sent out this evening.
