Imprint, 3pp., "Immediate Emancipation, Speech of Hon. Charles Sumner .. The Bill Providing For Emanciaption In Missouri ..”, February 12, 1863. Senator Charles Sumner of Massachusetts advocated for the immediate emancipation of enslaved people as a crucial war measure to defeat the Confederacy. He argued that slavery was the root cause of the Civil War and that its abolition would deprive the South of its primary resource, thus weakening its ability to fight. Sumner emphasized the moral imperative of emancipation, asserting that it was the only way to secure true justice and equality for all Americans. He also believed that emancipation would strengthen the Union's cause both domestically and internationally, garnering support from abolitionists and other allies abroad. The speech was a powerful call to action, urging Congress to pass legislation immediately emancipating enslaved people in Confederate-held territories. Lincoln’s January 1st Emancipation Proclamation did not apply to Missouri. On January 11, 1865, the delegates of the state convention led by Charles Drake passed the immediate emancipation of all enslaved persons in Missouri.
