DAVIS, JEFFERSON (1808 - 1889) President of the Confederacy who led his armies beyond the surrender at Appomattox. L.S. as Secretary of War, 2pp., 4to., Washington, Feb. 17, 1855 to George S. Houston, Chairman of the Ways and Means Committee concerning the assignment of a clerk in the Adjutant General's office. He writes in part: " .. .It may be proper to inform you that this clerk is now employed, and paid out of Army contingencies, but ought if regularly employed to be one of the Bureau Clerks authorized by law. He is now employed in place of an officer lately deceased, it being deemed not expedient to detail another officer from the regiments. As a provision of law authorizing this clerk would be an unimportant matter as respects the public expenditures, but important as respects the public business, it has occurred to me that I t might be secured by putting it in some appropriation bill-- the civil and diplomatic for instance ... " Usual folds, small loss on blank leaf, otherwise very good.
