Autograph Document Signed, "W.L. Riddick", being General Orders No. by command of Brig. Genl. Blanchard, 1-1/4p. folio, Department of Norfolk, Head Quarters 3d Brigade Vols, Portsmouth, Virginia, January 10, 1862, and reads in part: "...It will be required by the General Commanding this Brigade that all applications to these Head Quarters for furlough shall be in the form prescribed...C.S. Army Regulations...with the approval of COmpany & Regiment or Battalion Commanders....Commanding Officers...having men of their respective commands now in confinement in Jail of the City of Portsmouth will take them out and confine them in their respective Guard Houses or tents; the Jailor having reported his inability to keep them securely and requesting their removal..." VG.
