Manuscript Document Signed by Roy Mason Hooe, 1p. folio, Head Quarters District of the Mississippi, Jackson, Mississippi, September 10, 1862, being an official copy issued by Daniel Ruggles, addressed to Mr. I.I. Tardos, and reads in part: “...You are authorized to import (10,000) ten thousand sacks of salt, and on its arrival within our lines, you will be permitted to export (1,000) one thousand bales of cotton, on foreign account, provided you furnish a satisfactory guarnatee that it will reach Great Britain, France or Spain, without molestation and not fall into the hands of our Federal Enemies. This privilege is granted you, in consideration of the fact that you are a citizen of France and the act conforms with the policy of our Government...” Fine.
