Vaughn Richard Shoemaker (1902-1991), Carol Stream, Illinois, was an American editorial cartoonist. He won the 1938 and 1947 Pulitzer Prize for Editorial Cartooning and created the character John Q. Public. Political Cartoon, 13-1/4" x 16-1/4", signed by the artist, "Shoemaker" and published by the Chicago American 1965. Titled ""Looks Who's Talking!" Soviet Prime Minister Kosygin is scolding President Lyndon B. Johnson. February 7-8 Johnson approves "Operation Flaming Dart", the bombing of a North Vietnamese army camp near Dong Hoi by U.S. Navy jets from the carrier Ranger. In retaliation, Soviet Prime Minister Kosygin is pressured by the North Vietnamese to provide unlimited military aid to counter the American "aggression." Kosygin gives in to their demands. As a result, sophisticated Soviet surface-to-air missiles (SAMs) begin arriving in Hanoi within weeks.
