General Orders No. 63, Headquarters Army of the Potomac, February 21, 1862, 8pp/, file holes, Regarding the Court Marshall of Colonel James E. Kerrigan of the 25th Regiment New York Volunteers. A West Point-trained general was shocked when he visited the 25th Infantry, known then as "Kerrigan's Rangers". That resulted in this court martial. In part, "Officers and soldiers were quarreling in a boisterous manner," ... Kerrigan "permitted many private men of said Regiment to appear on parade in a state of disarray ... their pants unbuttoned and their underclothes and persons exposed ..." "Kerrigan was drunk on duty September 27, 1861...' Kerrigan shamefully abandon his post at Munson's Hill" "Kerrigan did leave the camp of his Regiment in Fairfax County Virginia and visit and communicate with the enemy" .. The result "James E. Kerrigan, Colonel of the 25th New York Volunteers, to be dismissed the service of the United States. James E. Kerrigan enlisted on 5/18/1861 at New York City, NY as a Colonel and was dishonorably Discharged on 3/6/1862.
