Retained copy of Letter by “F.W. Pickens”, 1p. quarto, Head Quarters, December 29, 1860, to Colonel Cunningham, and reads in part: “...In the morning after reporting yourself to Genl Schnieder & informing him of this order you are directed to get from him a detachment of select men, in the most discret and forbearing manner, you will, proceed to the United States Arsenal in Charleston and then demand in my name its entire possession, and state distinctly than you do this with a view to present any destruction of public property that may occur in the present excited state of the public mind and also as due to the public safety...” Docketing on verso states “Hd Qrs So. Ca. Militia Charl SC Nov. 11th 1871 and is signed. VG.
