LETCHER, John (1813-1894) Confederate Governor of Virginia, who appointed Robert E. Lee and Stonewall Jackson as army officers. Served 1860-64. Commonweatlh of Virginia Militia Commission Signed “John Letcher” 1p. oblong quarto, January 12, 1861, and reads in part: “...Delaware Kemper...Know you, that from special trust and confidence reposed in your fidelity, courage and good conduct, our GOVERNOR, in pursuance of the authority vested in him by the Constitution and Laws of this Commonwealth, doth commission you a Second Lieutenant of Riflemen, in the 175th Regiment of the Sixth Brigade and 2nd Division of the Virginia Militia...” With seal, fold separations else VG. Delaware B. Kemper (1833-1899) served with the Alexandria Light Artillery, rising to the rank of Lt. Colonel in March 1863, was wounded in action at 2nd Manassas, and later surrendered at Greensboro.
