Confederate imprint, 6p. quarto, January 20, 1863, ordered to be printed by the Confederate House of Representatives, and reads in part: “Whereas, The war now existing between the Confederate States and the United States, had its origin from bad and wicked fanatics, known as the abolition party, whose organization for a long series of years was simply contemptible, holding its orgies in obscure club rooms; fanaticism, infidelity, and every revolting form of social heresy flocked to its standard, and constituted its only support. In the lapse of time, however, as the South advanced in wealth and power; as Southern men, ever pre-eminet in the foremost ranks of American statesmen, were becoming more prominent and influential in the councils of the nation, a formidable opposition was presenteed to that selfish, perverse policy, under which the South had been long and severly oppressed; this vile and wicked faction was, however, soon embraced and taken into full fellowship by the free-soil party of the North...the so-called Wilmot Proviso was the first blast that roused the people of the South from their dreams of peace and security. After a long and bitter strife, the conservative and patriotic feelings of the American people prevailed, and the great compromise of 1850 was effected...The intollerant and destructive spirit of the North was not subdued. This was soon manifested by open resistance to Federal laws, embodying and enforcing a provision of the Constitution of the United States for the recapture and rendition of fugitive slaves...This resistance was effected, in some instances, under the forms and sanctions of Northern State legislation, and in others by the violence of lawless mobs. Not only were the rights of the SOuth thus invaded, but the Republican party attempted by congressional legislation, to exclude the South, with its institutions from the territories belonging, in common, to all the people of the United States, and purchased mainly by Southern valor and blood....they not only made war upon the institutino of slavery, but went so far as to proclaim the equality of the black with the white race, thus adding the grossest insults to the past and contemplated injuries to the Southern people. The triumph of the Black Republican party in the Presidential election in 1860, upon such professions and principles, consumated the disruption of the Union, and involved the country in all the horrors of civil war...in the election of Abraham Lincoln to the Presidency, satisfied the Southern people that the abolitionized puritan of the North, and the frank cavalier of the South, could no longer live under the same government and laws, and we asked to be permitted to depart in peace from so hateful and unworthy a connection...but this just and Constitutional request the Black Republican party, with its characteristics and vindictive injustice, denied us, and have attempted, with the sword, to coerce us to maintain our connection with them, in the prosecution of which wicked purpose, they have perpetrated and continue to perpetrate acts revolting to civilization and disgraceful to humanity..with the most brutal violance upon the persons of our unprotected females...with the unlawful impressment of our negroes, and compelling them to leave their homes and their owners, tearing them, by force, from their wives and children...is most frightful and appalling...they have finally resorted to yet more startling and inhuman policy of creating a servile insurrection, and instigating the indiscriminate butchery of helpless women and children, by proclamation, throught thier abolition President, conferring freedom upon, and arming our slaves...Be it resolved by the Congress of the Confederate States of America: That the President be, and he is hereby requested to make known to the abolition Executive of the Federal Government...that we defy his power and scorn his odious, abolition proclamation, and that a severe and righteous retaliation shall be visited upon every abolition officer engaged, or in any manner employed in carrying out the provisions of said proclamation, and that for every slave abducted...full renumeration shall be had for the same. Be it further resolved: That if the conservative Democratice citizens of the North-western States, of the United States, will forever and eternally dissolve all ties and connections with the puritanical, God-foresaken, mischief-making New England States...the Confederate States of America are both willing and prepared to enter into such friendly commericial treaties as shall be entirely satisfactory to the said North-western States...” with “Rebel Archives” stamp, Fine.
