WELLES, Gideon (1802 - 1878) Lincoln's Secretary of the Navy who proposed the blockade of Southern ports and the construction of an ironclad fleet.Partly-printed Document Signed “Gideon Welles” 1p. large folio, January 17, 1869, and reads in part: “...The war for the preservation of the Union having under the beneficent guidance of Almighty God been brought to a succesful termination a reduction of the Naval force becomes necessary...” and discharges Thomas H. Jenks, Jr. in New Orleans who had served from July 1863 through the listed date. VG.
