My object in calling to see you was to show for your inspection a plan and drawing of a battery & c &c for the storming and taking the castle of San Juan D’ Ulloa at Pera Cruz, also the revoutionizing of coast and harbour defence, upon an entire new plan and at the same time saved millions of expence to the country...” More.
