Manuscript Document Signed, “Richard Bayley” 4p. folio, being a list of one hundred (100) sailors including four Blacks and six listed as “Remains”. This list includes the names of the sailors, the names of the vessels they were on, when they were admitted, when discharged, when died and number of days admitted. With page four invoice that reads “The Commissioners of the Health Office - To Richard Bayley dr. 1798 November 14th. To maintance of Patients from Sea, at the Lazaretto, Belle Vue, from the 31 July to 14th November 1798 agreeably to the preceeding Return 806 days+ is 115 1/7 weeks @ 24/ L 138.3.5.” And signed as received by Bayley. Fine. Dr. Richard Bayley became the Health Officer for New York City in the 1790s, working at the inadequate quarantine station on Bedloe Island (later the site for the Statue of Liberty). In 1799 Dr. Bayley convinced the city that a new quarantine station, or lazaretto, was needed, and selected the old Duxbury farmland on Staten Island. Separate hospitals were built for Yellow Fever and Small Pox. Dr. Bayley's married daughter, Elizabeth Seton, joined her father at the lazaretto. Unfortunately, Dr. Bayley died of Yellow Fever two years after the hospitals were built. Elizabeth would later convert to Catholicism, found the American parochial school system, and become the only American born saint of the Catholic Church.
