A good war-date Union surgeon's letter, 4pp. 8vo., written by Asst. Surgeon William C. Towle 23rd Maine Vols., "Camp near Chain Bridge," May 24, 1863, to his wife, in part: "…it is most impossible now to get a pass to cross the bridge. They are more stringent than ever before. For myself I am glad for I have no desire to leave camp. Every night the panics are taken up and two big brass pieces stationed at both ends. The people In W. are evidently afraid that the Rebs are planning for an attack…it is a great pity…that Washington could not be blotted out of existence for a short period. It requires more men today to man the defenses of the 'Den of Inequity' than all of Joe Hooker's army and now Hooker can do no more until reinforced and instead of the government reinforcing him…thousands are now wasting their time in and about W in gambling & licentiousness. Why the fact is they must wait until more men can be raised north. I can only account for the success of Grant in the south west…from the fact that he is so far removed from the seat of Govt…W. C.
