MACLAY, William (1737-1804) was a politician from Pennsylvania during the eighteenth century. Maclay, along with Robert Morris, was a member of Pennsylvania's first two-member delegation to the United States Senate. Following his tenure in the Senate, he served in the Pennsylvania House of Representatives on two separate occasions, as a county judge, and as a presidential elector. Autograph Letter Signed, “Wm. Maclay” 2pp. quarto , March 16, 1790, New York, with integral address to John Nicholson, Comptroller General of the State of Pennyslvania, free franked by Maclay, and reads in part: “....In conversing with may people; I find them miserably informed on the subject of the state debts particularly with that of Pennsylvania...Shay’s insurrection in Massachusetts, was in Consequence of their heavy taxes to pay speculators, hence assumption is the tone of that state. Were it not for them & South Carolina, the Secretary would have no chance of carrying the assumption...” More. Very good condition. Shays' Rebellion was an armed uprising in Massachusetts (mostly in and around Springfield) during 1786 and 1787. Revolutionary War veteran Daniel Shays led four thousand rebels (called Shaysites) in an uprising against perceived economic and civil rights injustices. In 1787, the rebels marched on the United States' Armory at Springfield in an unsuccessful attempt to seize its weaponry and overthrow the government.
