World War I General Orders 3pp. octavo, issued by Major General Tasker Bliss, Washington, September 22, 1917, and reads in part: “...the Presidenty directs that there be organized for the period of the existing emergency, the enlisted strength to be raised and maintained by voluntary enrollment of conscripted colored men after their mobilization...with list of COMMISSIONED (WHITE) and ENLISTED (COLORED) ranks. More with mention of the 9th & 10th Cavalry and the 24th & 25th Infantry.
