Printed Document “CIRCULAR TO COLLECTORS OF THE CUSTOMS.” Treasury Department, Washington, November 3, 1866, Issued by Secretary of the Treasury Hugh McCullock, 1pp. quarto, and reads in part: “...Congress, at its last Session, having passed ‘An Act further to provide for the safety of the lives of Passengers on board of Vessels,” approved July 25, 1866,...’That all sea-going vessles carrying passengers and those navigating any of the Souther and Northwestern Lakes, shall have the life-boats required by law....” Very good condition.
