An early presidential document. 1p. folio, issued by President Thomas Jefferson, [Washington, D. C.], March 3, 1807, announcing his right as president to use United States military forces in order to put down insurrection, reading, in part: "AN ACT authorizing the employment of land and naval forces of the United States, in case of insurrection. BE it enacted by the Senate and House of Representatives of the United States…that in all cases of insurrection…of the United States, or of any individual state or territory…it is lawful for the President of the United States to call forth the militia for the purpose of suppressing such insurrection…for the same purposes, such part of the land and naval force of the United States, as shall be judged necessary…approved, Th: Jefferson."
