General Order No. 101, Headquarters Department Of The Gulf, New Orleans, La., July 4, 1865, 2pp., file punch holes. In part, “This transfer will include ... All lands, tenements, and other property, real and personal, held as captured or abandoned property, and now in the possession or under the control of the military authorities, for purposes connected with the care, support, and education of refugees and freedmen. ... Supplies that may be needed for the Bureau of Refugees, Freedmen, and Abandoned Lands, from the supply department of the army, will be ordered by district or sub-district commanders, upon requisitions made or approved by the assistant commissioners, and will be transferred upon regular invoices and receipts, the money value of the property transferred being stated on the invoice. Property already in use, and required for the purposes of the bureau, will be transferred in like manner, at the present actual value.”
