All distinguished officers both in the Army and Navy say they will be the best thing in small arms .... we have not had a victory since the President veteoed Gen. Hunter’s proclamation. Treason lurks around the Capitol ... I have no fault with Siegel, banks, Butler, Hunter, Burnside ....”
