An extremely rare war-date military pass issued by the Union Military Governor of Louisiana, Brigadier General George F. Shepley, soon after he replaced the notorious "Beast" Ben Butler. This partly-printed pass is extremely rare and has not been encountered in the marketplace before, and is, 1p. 4to., State of Louisiana, Executive Department, New Orleans, Nov. 3, 1863, reading, in part: "SPECIAL PERMIT. To the Officers and Soldiers of the United States Army…know ye, that permission is…given…on the parole of honor…that he (or she) will in no way or manner give information, aid or comfort to the enemies of the United States) to Anthony Dey, Jr. Esq. to go from New Orleans to Natchez and return…on any steamer having permit to go between said ports…By order of Brig. Gen'l Geo. F. Shelpey." Signed and made official by General GEORGE F. SHEPLEY, as Military Governor of Louisiana and acting Asst. Adjt. Gen. Capt. Charles C. G. Thornton who was detailed in 1863 on the staff of Gen. Shepley after being wounded and captured at the battle of Ponchatoula, La., on Sept. 15, 1862. Docketed on the verso by Bvt. Brig. Gen. FREDERICK SOLON LOVELL, [WIA Tupelo, Miss., 7/14/64], as provost marshal, Natchez, Miss. A rare depiction of the Louisiana Military Occupation state circular seal appears in the upper left corner with an image of the state's pelican surrounded by the motto: "State of Louisiana, Union and Confidence."
